School Board Moves to End Layoffs Based Solely on Seniority
The Los Angeles School Board passed a motion Tuesday calling for an end to layoffs based solely on seniority. The resolution directs the District to engage UTLA, the ACLU, Public counsel, the State Board and others to urge the legislature to make the necessary changes to the California Ed code. This motion, put forth by Board Member Flores, was in part a response to the ACLU lawsuit and the resulting injunction barring layoffs at Gompers, Markham and Leichty Middle Schools.
UTLA opposed the motion and issued a statement saying the District’s failure to adhere to the Rodriguez consent decree, which required schools to have a balance of new and veteran teachers, contributed to the problems at the three middle schools that are the focus of the ACLU lawsuit. It also said existing Ed code allows for seniority exemptions, and that seniority is being made the “scapegoat” for the problems in education.
